Assistant Scientist – MTA Controller

The International Rice Research Institute (IRRI) is seeking for talented Filipino nationals to work at its headquarters in Los Baños, Laguna. Supported by the Consultative Group on International Agricultural Research (CGIAR), IRRI is a nonprofit, publicly funded organization engaged in the research and development of rice-related technologies for poor farmers.

Responsibilities:
The successful candidate shall be responsible in controlling MTA’s (which includes verification, follow up, generation, issuance, and documentation) and managing the SHU database and web portal.

Major Responsibilities:
1.To review, verify, and monitor MTA and IP restrictions of incoming germplasm (seeds, and non seed biological materials), soil samples, and grains (dehulled/polished/milled/powdered) for destructive analysis; assign MTA IDs for incoming materials and uploading to ICIS database; and issue MTA clearance for seed health processing.

2.To verify MTA clearance for outgoing germplasm (seeds, non seed biological materials, and soil samples) and grains (dehulled polished/milled/powdered) for destructive analysis; check/allocate MTAs linked to unique IDs in the seed list for loading to ICIS database; and to generate the sMTA for these materials

3.To maintain and update the SHU database for MTA and NSBN documents, the SHU web portal and provide documentation of the entire SHU database; to back-up files of SHU database regularly (i.e. sMTA pdf files, workbook, etc.; to work closely with GRC and PBGB database administrators to ensure accuracy of passport and biological data; and to work closely with the Crop Research Informatics Laboratory (CRIL) in the integration of the SHU information system with IRIS

4.To manage documentation of data and accompanying papers of incoming and outgoing germplasm (seeds, and non seed biological materials), soil samples, and grains (dehulled/polished/milled/powdered) for destructive analysis; data includes RSHT results and Dry Seed Inspection results while accompanying papers include phytosanitary certificate, import permit, corresponding treatments, MTA, papers related to dispatch, and acceptance; to coordinate with IPMU regarding document management and clearance sheet of non seed biological materials and soil samples

5.To organize dialogues with concerned IRRI staff to discuss MTA and IP issues on germplasm exchange; to participate in developing/improving procedures for germplasm exchange; and to follow up in coordination with the OU key person and/or concerned staff of other OUs

6.To perform other tasks which may be assigned from time to time by OU head

Requirements:

•Bachelor of Science in one of the related fields with strong IT background applicable to agriculture, MS preferred/would have an advantage

•At least 5 years of relevant working experience

•degree of proficiency in relevant computer softwares; good knowledge of Intellectual Property Rights; good knowledge in database management; good knowledge in crop information center; good oral and written communication skills; good leadership and interpersonal skills.
